Your Excellencies, Distinguished Guests, Ladies and Gentlemen,

            Thank you for coming to our reception jointly organized with Japan Aerospace Exploration Agency (JAXA) to celebrate together the successful launch of “Soyuz” spaceship and its safe landing on the International Space Station.

            First of all, I would like to pay high tribute to the representatives of the Federal Space Agency “Roscosmos”, Yuri Gagarin Cosmonaut Training Center, NASA, all participants of the International Space Station project from the member countries, and the family members supporting the astronauts and also the companies involved in the space project.

            The ISS project is an international cooperation project, in which 16 countries are taking part. Thanks to the efforts of the member countries, the operation of this project has continued successfully for a long time. This time, together with three astronauts from Japan, Russia, and the United States the Olympic torch for the Sochi Winter Olympics has been taken on board. This is the first time in the history that the Olympic torch is taken to the space. One can say that the mission this time goes beyond the field of space exploration, and symbolizes solidarity and cooperation of people all over the world. I myself felt it very strongly during my visit to Baikonur, where I watched the launch from a close distance yesterday.

            Japanese astronauts have taken part in 9 ISS missions. This time, astronaut, Koichi WAKATA is joining the mission as the first Japanese mission commander. This is a historical event for Japan. I can say that he is the Japanese Ambassador to the space. I am confident that Mr. WAKATA and his colleagues crew with the help of many people concerned with the project will accomplish their mission successfully.

            It is extremely important and necessary to bring together the wisdom of the international community for successful development of the space cooperation. In the context of the Japan-Russian relations, I would like to mention that Prime Minister Abe and President Putin agreed to strengthen cooperation in the space area. The Government of Japan will keep working towards the development of the multilateral and bilateral space cooperation together with JAXA.

            I would like to conclude this speech by wishing all the success of the mission and the further development of the international space cooperation.

尊敬するご列席の皆様

     本日は，11月7日のソユーズ宇宙船打ち上げ及びＩＳＳ搭乗の成功を祝うとともにミッションの成功を祈念するための当館とＪＡＸＡ（ジャクサ）の共催レセプションにお集まりいただき，誠にありがとうございます。

     最初に,ロスコスモス、ガガーリン宇宙センターやＮＡＳＡの皆様、ＩＳＳ計画に参加する各国の皆様、そして、それらを支えた御家族や宇宙関係企業をはじめとする関係者の方々に敬意を表したいと思います。

     このＩＳＳ計画は、１６カ国が参加する国際協力プロジェクトです。ISS計画が長期に渡り継続してきているのは、参加各国の尽力の成果です。さらに今回の打ち上げには、日米露の3名の宇宙飛行士とともに、ソチ冬季オリンピックの聖火のトーチも一緒に載せられました。聖火が宇宙空間に持ち込まれるのは、初めてのことです。今回のミッションは、宇宙開発という枠を超えて、世界中の人々のつながりや協力を象徴するものになっていると思います。私も今回バイコヌール基地に赴き、各国の皆様と一緒に打ち上げを間近に見て、そのことを強く感じました。

     また、これまで我が国の宇宙飛行士は9回のISSのミッションに参加してきていますが、今回のミッションは、若田宇宙飛行士が我が国で初めてのＩＳＳコマンダーになるという、我が国にとって歴史的なミッションとなります。若田飛行士は、まさに宇宙における日本大使と言えます。若田飛行士は、クルーをはじめ数多くの皆様と協力してミッションを成功させるものと確信しています。

     今後とも各国の叡智を合わせていくことが、宇宙分野の発展には必要不可欠です。また、日露関係においても、安倍総理とプーチン大統領は宇宙分野での協力を促進していくことで一致しています。我が国政府として、ＪＡＸＡと連携し、引き続き、宇宙分野での多国間及び二国間の協力の発展に尽力していきたいと考えております。
