The Japanese Self Defense Forces' Day 2016
Welcome Speech by the H.E. Ambassador Mr. Toyohisa KOZUKI

 

Distinguished guests, Ladies and Gentlemen!

I am very much honored to celebrate with you the 62nd anniversary of the establishment of the Japanese Self Defense Forces.

At the end of last March the new Legislation for Peace and Security came into force in Japan. Our country is determined to contribute even more actively in securing peace, stability and prosperity of the world including Asia Pacific region, through expanding and deepening cooperation with other countries. This intention is grounded on the policy of 'Proactive Contribution to Peace' based on the principle of international cooperation

Since 1992, the Self Defense Forces have been engaged in cooperation for peace and security of the international community mainly by taking part in the UN peacekeeping operations. The Self Defense Forces personnel had been deployed to the Golan Heights, East Timor, Iraq. Presently they are deployed to the UN PKO missions in South Sudan. Moreover, the Self Defense Forces are currently engaged in anti-piracy activities off the coast of Somalia and in the Gulf of Aden. Furthermore, the Self Defense Forces have promoted defense cooperation with significant partners in Asia-Pacific region in order to contribute to the regional stability. The activities of the Self Defense Forces have been enjoying the support and high reputation from many countries.

Let me say few words regarding the importance of cooperation in the security sphere within the context of the relations between Japan and Russia. I am strongly certain that under the current international situation the good and stable relations between Japan and Russia are beneficial for our countries, our people and international community. During the recent meeting held in Sochi, Prime-Minister of Japan Mr. Shinzo ABE and President of the Russian Federation Mr. V. V. Putin praised advances in cooperation in many areas. Among them the security area has occupied an important place. Both leaders agreed to promote this type of cooperation. In the near future Japan-Russia security discussions will be held in Moscow.

In conclusion I would like to say that the Defense Attaché Captain HAMASAKI has successfully completed his mission and will soon leave Moscow. During 3 years of his duty the agreement was reached to establish the "2+2" meeting format between Foreign and Defense Ministers of Japan and Russia. The first round of the meeting was actually held in Tokyo in November 2013. Let me express my gratitude to all of you for your kind support towards Captain HAMASAKI and his spouse.

Now let me propose a toast to the 62nd Anniversary of the establishment of the Japanese Self Defense Forces and to the health and happiness of all of you.
